USDA Proposes PUPS Act

The USDA has proposed a new regulation- the Puppy Uniform Protection and Safety Act- that would subject kennel owners who sell over the Internet (or by mail or phone) to the same rules that apply to wholesalers who supply puppies to pet stores.
